Understanding the condition of a structure, as well as the major building systems and components, can be critical to determining the economic viability of a commercial real estate transaction. Diablo Green Consulting Inc. has extensive resources including licensed engineers, registered architects, construction experts, and cost analysts to accurately assess the condition of a property and its systems.

Why do I need a PCA for my property?

A Property Condition Assessment (PCA) / Property Condition Report (PCR) is completed to identify the material physical definciencies at a property. According to ASTM, the guidelines for a PCA are "intended for use on a voluntary basis by parties who desire to obtain a baseline PCA of commercial real estate. This guide also recognizes that there are varying levels of property condition assessment and due diligence that can be exercised that are both more and less comprehensive than this guide, and that may be appropriate to meet the objectives of the user. Users should consider their requirements, the purpose that the PCA is to serve, and their risk tolerance level before selecting the consultant and the level of due diligence to be exercised by the consultant."

Due to the complexity and/or age of some properties, a more comprehensive assessment of some or all building systems may be in order. DGC will mobilize a team of construction professionals and other specialists to inspect a building. The assessment will identify, locate, and quantify significant defects, deferred maintenance, required upgrades, and obvious code violations at the property. PCAs are based on a site visit where external and internal building components, department records, and drawings are evaluated. The Property Condition Assessment also includes interviews with property managers and engineers. Replacement repair cost estimates are based on the physical condition of the components, their ages, expected useful life, significant defects, and deficiencies.

Property Condition Assessments (PCA)

The scope of a PCA meets the standards and requirements of ASTM Practice E 2018-08 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process.

The ASTM standards outline procedures for conducting a walk-through survey to identify the subject property's material physical deficiencies, and recommends various systems, components, and equipment that should be observed by the field observer and reported in the property condition assessment report (PCA or PCR). The PCA incorporates the information obtained during the walk-through survey, the document review and interviews sections of the ASTM guidelines, and includes opinions of probable costs for suggested remedies of the physical deficiencies identified.

Diablo Green Consulting's services will include a visit to the property with observations of the site and its building and other improvements, reviews of available construction/maintenance documents, and interviews with site personnel. Property grounds, building exteriors and interiors of common-use areas, and a minimum of 50 percent of the individual lease units will be included in the site survey. The purpose of these observations will be to assess the general physical condition and maintenance status of the property and to recommend repair/maintenance items we consider significant for the property to continue in its current operations and/or to be restored to a good condition consistent with comparable projects of similar age.

This scope of services will include observations of accessible areas only. It will not include laboratory analysis; preparation or review of engineering design calculations of mechanical, electrical, or other systems; detailed structural analysis or code reviews; invasive investigations of site or building components; or a detailed review (including measurements) of Americans with Disability Act (ADA) or Fair Housing Amendments Act of 1988 (FHAA). Additionally, the evaluation will not address any of the systems directly associated with underground storage tanks (USTs) or fuel dispensing pumps.

A PCA can be completed as a stand-alone document or in conjunction with the completion of a Phase I ESA and/or Probable Maximum Loss (PML) assessment of a property.
