Property Condition Assessments
(PCA)
The scope of a PCA meets the standards
and requirements of ASTM Practice E 2018-01 Standard
Guide for Property Condition Assessments: Baseline Property
Condition Assessment Process.
The ASTM standards outline procedures
for conducting a walk-through survey to identify the
subject property's material physical deficiencies, and
recommends various systems, components, and equipment
that should be observed by the field observer and reported
in the property condition report (PCR). The PCR incorporates
the information obtained during the walk-through survey,
the document review and interviews sections of the ASTM
guidelines, and includes opinions of probable costs
for suggested remedies of the physical deficiencies
identified.
Diablo Green Consulting's services will
include a visit to the property with observations of
the site and its building and other improvements, reviews
of available construction/maintenance documents, and
interviews with site personnel. Property grounds, building
exteriors and interiors of common-use areas, and a minimum
of 50 percent of the individual lease units will be
included in the site survey. The purpose of these observations
will be to assess the general physical condition and
maintenance status of the property and to recommend
repair/maintenance items we consider significant for
the property to continue in its current operations and/or
to be restored to a good condition consistent with comparable
projects of similar age.
This scope of services will include observations
of accessible areas only. It will not include laboratory
analysis; preparation or review of engineering design
calculations of mechanical, electrical, or other systems;
detailed structural analysis or code reviews; invasive
investigations of site or building components; or a
detailed review (including measurements) of Americans
with Disability Act (ADA) or Federal Housing Amendments
Act (FHAA). Additionally, the evaluation will not address
any of the systems directly associated with underground
storage tanks (USTs) or fuel dispensing pumps.
A PCA can be completed as a stand-alone
document or in conjunction with the completion of a
Phase I ESA and/or Probable Maximum Loss (seismic) assessment.
